I know that Concessional Competent English is 5.5 average score in ieltes exam and by paying the English language tuition you can be considered like the 6 in each part of ieltes exam.

I scored 95 points without including the ieltes score requirement in the calculation and the minimum points for regional sponsored 457 visa is 100 points.

If I scored 5.5 average score in ieltes exam which is considered Concessional Competent English level and paid for language tuition do my total score become 110 points or does it remain 95 points which mean below the 100 points pass mark for 457 visa?

In other words do the immigration consider Concessional Competent English level plus paying the language tuition
15 points which raise my total points to 110 points and make eligible for 457 visa?

In other words do I have to score 100 points minimum excluding the calculation of the English language ieltes score in order to consider the Concessional Competent English level or I only need 85 points plus 15 points for Concessional Competent English to be eligible for 457 visa regional sponsored?

Starting from 10/2007 your need to score 6 in each band score instead of overall band score of 5.5.
Their is no exception.

when you score 85 plus 15 you will get 100 plus 10 points of state sponsor you will reach 110 points over the pass mark (100 points)for visa subclass 475.
