i have a question regarding this visa: Remaining Relative Visa (Offshore) (Subclass 115)
if i immigrated to australia with my parents, and my brother and sister remained in Jordan and we have no other family members other than mentioned, and my sister is 34 years old with seroius medical mental condition (diagnosed insane).so my sister is dependent on my brother, and i want to bring my brother on Remaining Relative Visa (Offshore) (Subclass 115) for immigration to australia, can my brother include my 34 year old sister (dependent on him financially) as a family member for immigration purpose to australia?(under other dependent relatives category).

note; ive searched the website (immigration to australia) but i couldnt answer my question
